John Mueller advised webmasters not to pay if you need to remove those links for the purpose of cleaning bad links profile due to Google’s indexing and crawling, instead just disavow them. But if your purpose to remove that link is due to the fact that you personally do not want any reference associated with your website, than you can go ahead and talks with those link owners. But if just doing it in order to please the Google, you can just choose to Disavow.
